I finally found the missing child of Paul Richard Junghans and wife Wilhelminia (Schmidt) that had died prior to the 1900 Census.
His name was Emil Junghans and he was born September 16, 1890 in Milwaukee, Wisconsin. Emil died December 15, 1890, also in Milwaukee.

Carl and Selma Junghans
Paul Richard and Wilhelminia Junghans' second eldest son, Carl married Selma Frentzel on June 5, 1912 in Fort Atkinson, Wisconsin.

I am wondering whether Carl was living in Fort Atkinson during the 1910 US Census and either the name was spelled wrong or he was listed as a boarder with someone else who did not correct the last name. But it gives me another avenue to pursue to locate his 1910 census record.

Returning to Paul Richard Junghans and Neilsville, Wisconsin
Before Paul Junghans and family moved from Neillsville, Wisconsin, his eldest son William married Della Phillips on December 28, 1910.

Here is the wedding photo of William and Della Junghans

I had previously posted the 1910 US Federal Census record for William, indicating he was working as a laborer in Jefferson county, Wisconsin. The wedding announcement confirms William was working in Jefferson county at the time of the 1910 US census.

Junghans family in Vincennes, Indiana
This photo was taken probably in the fall of 1911.

Front row: Otto Sr (or possibly brother Carl or Emil Yunghans) holding Lydia Junghans, and possibly wife Hulda*, unsure of the two women and boy in the middle and man on the right *
Back row: Otto Jr and Ella Junghans
*As I have either no or limited photos of the Yunghans family, it's difficult to determine everyone in the photo.
